Before reading the article: I'd say definitely. The breeds of dogs alone make communication incredibly difficult - curled tails, wrinkled faces and short noses all create mixed signals.

After reading the article: Interesting take on it, in terms of nurture, rather than nature. This, in particular, is something I feel very strongly about:

•Expectations that all dogs must get along with each other

Excellent article!

I also feel that too many dog owners are either afraid of other dogs, or are sniffy and stand-offish and don't WANT their dog to socialise, and this communicates to their own dog.

Good article, but it doesn't consider dogs which are naturally dog aggressive - and they do exist.

Dogs do need to learn manners, but so do their owners!
