Wtf is there a justice system for

Those of you from the old forum may remember my mums friend had her dad killed in a car crash (a man overtook on a hill and a blind corner and ploughed right into him)
Well, despite him being done for careless driving TWICE he got off with a 9 month suspended sentence aka nothing, not even a slap on the wrist.
No chance of appeal cause he was charged with careless not dangerous. im so bloody angry!
