They're trying to get an amendment to pts any exempt dog if its registered owners can no longer look after them; the only exceptions would be serious ill health or death. But what about divorce, or a change in circumstances? These dogs will have already been extensively temperament tested, microchpped & neutered- they do not pose a threat to anyone!

Ludicrous, isn't it?

They probably wish they'd never set up the exempt register in the first place!

I just don't understand how a dog that has been rigorously temperament tested will suddenly pose a threat terrible enough to warrant putting to sleep.

The other half of the law for 'dangerous dogs' is equally ridiculous in this respect. A reported dog can be deemed not a danger to the public, but if the owner is unsuitable the dog will be put down.
