Dogs left in cars at Disney World

But why didn't the police take it seriously with the first dog? I understand that they have to go by what the law dictates, but common sense should tell them that the temperature rises at midday, so the dog was likely to be in distress at that point.
I don't really see how any dog owner could be oblivious to the dangers of leaving dogs in hot cars, considering the amount of media attention given to the issue in the last few years.
