How was that not abuse? I don't care if the dog wouldn't let go of the ball. That was the handler's fault for not being able to control him. These dogs are very well trained and will respond to commands - handlers just have to give the commands correctly.

What I also detest is that the K-9 unit dogs are technically classed as police officers. If it had been a human police officer who was swung by the neck, there would have been hell to pay. Interesting.

Not a clue, but you can bet it will be different depending on whether or not it was caught on camera.

Yes, although as this was caught on camera it makes you wonder if you'd need to do much more than that off camera to be summonsed!
