My only reservation is that, in a country known for corrupt police, will it be enforced?

I think so. Let's face it - there will always be people willing to break the law, but there are also always people willing to uphold it.

That's what I mean, though. Corruption in the Indian police is rife. Dog fighting etc is big money & bribes will be gratefully received.

It might not happen overnight (look how long dog fighting has been banned in the UK with our "non-corrupt" police, but it still happens). But Definitely a step in the right direction.
