To me they seem kind of like a dog with a bone. if someone objects, they make it their misson to make a point that THEY ARE THE BOSS (for example i'm following THREE cases of horses taken from their owners who have all been declared as perfectly healthy by vets, and have NO reason to be kept other than the RSPCA want to get one over on the owner)
