Should we be clapping hands that 1 family has been punished?

I'm a little dubious about it, as well. I know a lot of people automatically make claims of, "I'm a hoarder; I can't help it!", but what if the woman genuinely does have a problem? Taken on face value, it doesn't actually sound like the family meant any harm by it, though it still shouldn't be allowed to happen.

It'd be nice if this amount of attention could be shown to all the other illegal breeders, as you said.
