Dog chases other dogs.

I've tried posting in yahoo answers to get help with this and many people have just been rude and haven't read my situation.
I have a collie cross husky. And as I said on the other answer page I know he's a very demanding dog due to the breeds in him. He is 11 months old and we've never had a problem with him, he's such a wonderful puppy and is fantastic when it comes to obedience. He will follow what we say first time and if not first time second time. Very very very rarely do we have to ask more than twice.
He knows all the main commands and quite a few others.
But ever since we've had him we've tried to stop him yanking after other dogs when on walks. Whilst out on a run today he snapped his lead from trying to chase a cat. It was a very thick and strong lead.
He has a harness for walks as he walks better with a harness.
We trust him off the lead as he will never walk too far from us. But again when he sees another dog he'll go and run over to it to play. But because he is so playful and big it makes other dogs quite timid.
We've tried distracting him by getting him to sit or lay down or get him to chase a stick when there's another dog. He'll listen to us and obey but gets distracted by the dog too quickly.
He's very stimulated both physically and mentally.
On average he gets walked and out on runs around 20-30 miles a day. So he isn't lacking physical stimulation. And with mentally we're always finding new games to train him with and play with him. And he's socialised with other dogs as he's constantly out with my parents dogs

Dempsey's more brawny than brainy, I'm afraid. Still love him though!

I doubt it will take him long to learn to fetch nappies. He thrives off learning things that I do. I love him
Oh believe me, he's not totally smart. He always sits up against the gate and expects it to be opened without him budging lol. They can be so daft on times
He has just finished malting it EVERYWHERE. We were hoovering everyday. It was crazy. It was easier to bath him and brush him then to get all the whispies out!

You've heard right, he should be bald by now with the amount of hair he has lost

Dempsey does the same thing with gates! He'll stick his head into the gap as you open the gate inwards, forgetting that his shoulders are too big to fit through, and shoves as hard as he can.

Yes, I think he doesn't realise that his shoulders are 3 times the width of his head!!!
