Sounds like it was fudged up by the officials. I wouldn't charge the man for it - he didn't mean any harm by it.

He shouldn't be charged, but maybe the authorities have something to learn from it!

I wonder which way the dog will vote  confused 

It looks like the officials have messed up but won't admit their mistake  rolling eyes surely it could have been cleared up without him being charged.

I agree, Caroline! It was a misunderstanding and they sent out a form for a dog. Can't blame the owner for filling it out.
