The proposal is part of a planned crackdown on the problem, which councillors say is the number one complaint they receive from members of the public.

Under the proposed scheme, which was announced by council leader Chris Shaw this week, moveable cameras would be employed in "hot-spot" areas where dog fouling is reported as a problem.

Video footage would then be monitored by staff, and covert enforcement officers deployed with the aim of catching dog owners who do not clean up their animal's mess.

Fines will be issued on the spot under a zero-tolerance approach, and repeat offenders caught on camera will be given the option of paying fines for their other offences or going on an animal awareness course which will involve their dog being microchipped.

Councillor Shaw announced the proposed crackdown at this week's budget-setting meeting.

He told the Grimsby Telegraph that a report outlining the proposed scheme would go before the relevant scrutiny panel before a final decision is made.

He is hopeful that it will come into force by April.
